Purpose of Classification

The purpose of this classification is to administer department/agency specific information systems including court and judicial technologies; plan and implement departmental solutions, and coordinate with county IT (DoIT) to meet agency and court operational requirements in alignment with applicable judicial standards, court governance policies, and statutory requirements.

Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required as assigned.

Supervisory / Coordination Functions

Leads and coordinates daily work activities of assigned co-workers; confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers, assists with complex/problem situations, and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; and assists with supervision of co-workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations including guidance related to court systems, courtroom technologies, and judicial application usage.

Defines requirements, plans, researches, and evaluates capability of technology systems supporting court operations and judicial business processes; coordinates and maintains department/agency specific technology systems software including court case management systems, e-filing platforms, digital evidence systems, jury management systems, and courtroom technology solutions; coordinates information and resources to ensure proper and timely installation and maintenance activities; verifies availability and proper operation of products for installation; schedules installations; tests installed products per agency and judicial governance standards; and provides functional training on department/agency and court-specific solutions as needed.

Supports software system access; defines application security access levels in accordance with court confidentiality requirements, role-based access controls, and judicial security policies; sets up application access for new employees including judges, court administrators, clerks, and judicial support staff and terminates application access when no longer necessary; and documents procedures and changes on all departmental/agency and court systems.

Provides technical support and training to system users including judicial officers and court personnel; troubleshoots problems with programs and courtroom technologies; resolves problems; escalates problems to central IT, vendors, or other personnel as appropriate; ensures continual operations of departmental/agency and court-related applications; and utilizes diagnostic tools and other resources as appropriate.

Coordinates the development, implementation, and ongoing support of court and judicial technology solutions to ensure compliance with state court governance standards, administrative orders, records retention requirements, and applicable statutes, rules, and policies governing court operations.

Supports development and implementation of new technology which includes the upgrade, expansion, installation, documentation, and training of new enterprise level software packages to large populations of users; researches and evaluates computer software and technology issues; recommends application-specific technology solutions suitable for court and judicial environments; maintains awareness of new applications, technologies, technical methods, trends, and advances in the profession; reviews professional publications, technical manuals, and websites to increase knowledge of network operations; and attends conferences, workshops, and training sessions as appropriate including those related to court technology and judicial administration.

Coordinates with judges, court leadership, clerk of court staff, judicial councils, vendors, and central IT to ensure technology solutions support the administration of justice, courtroom efficiency, data integrity, and public trust.

This is an onsite position. Standard work hours required for this position are Monday through Friday, except for observed holidays from 8:30 AM – 5:00 PM with occasional after-hour and weekend support as required.

Minimum Qualifications

Bachelor’s Degree in Computer Science, Information Systems, Information Technology, or related field required; three years of progressively responsible experience in being a functional systems administrator; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  Experience supporting court, judicial, or public sector case management systems is preferred.

Specific License or Certification Required

Must possess and maintain a valid Georgia driver’s license.

Verbal Aptitude: Requires the ability to utilize a wide variety of references, descriptive, and/or advisory data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages.

Functional Reasoning: Requires ability to apply principles of influence systems. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental or subjective criteria.

Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight. Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, visual cues or signals. Some tasks require oral communications ability.

Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
