Welcome to the DeKalb County State Court Probation Department created and legislated by the governing authority on September 16, 1992, through HB 1607. We are a full-service law enforcement agency made up of administrative staff and POST certified, sworn officers who protect and serve the community. The Probation Dept is an integral part of the criminal justice system and law enforcement community of DeKalb County, Ga. The hardworking men and women of DeKalb County State Court Probation are proud of the contributions supporting and servicing the State, Magistrate and Superior Courts of DeKalb County, Ga. In doing so the probation department assists adult offenders in making positive changes to their behavior helping victims and delivering effective prevention and intervention services that makes for safer and healthier communities in DeKalb County, Ga.
Jumaane H. Davis was sworn in as the third Chief Adult Probation Officer of the DeKalb County State Court Probation Department on January 26, 2024, by the Honorable Alvin T. Wong, former Chief Judge of the DeKalb County State Court. His appointment marks a significant milestone in a department that has served the citizens of DeKalb County since its establishment on September 16, 1992.
Chief Davis leads a dedicated team of 44 professionals, including 34 POST-certified sworn officers and 10 administrative personnel. Under his leadership, the Probation Department continues its mission of serving the State, Magistrate, and Superior Courts of DeKalb County by ensuring the successful fulfillment of all terms and conditions of probated sentences. Additionally, the department supports the DeKalb County Sheriff’s Office by providing critical assistance in courthouse security during emergency situations.
Born in Washington, D.C., and raised in Decatur and Stone Mountain, Georgia from the age of six Chief Davis is a proud product of the DeKalb County community. He is an alumnus of Redan Elementary, Miller Grove Middle, and Redan High School, graduating in 1994. He went on to attend Savannah State College (now Savannah State University) on a full football scholarship. While at Savannah State, he distinguished himself both academically and professionally, serving as a Resident Assistant and completing internships with the SSU Police Department, Chatham County Sheriff’s Office, and the Georgia Lottery Corporation’s Corporate Security Team. He earned a Bachelor of Science degree in Criminal Justice on May 9, 1999.
Chief Davis began his law enforcement career in July 1999 with Professional Probation Services in Atlanta. He joined the DeKalb County State Court Probation Department in January 2001, where he has served for over 24 years. Throughout his tenure, he has held numerous key positions, including Training Officer, Senior Probation Officer, Principal Probation Officer, Probation Supervisor, and Assistant Chief. Notably, he was the first male officer to serve in the department’s Domestic Violence Unit.
In addition to his probation work, Chief Davis also served as a criminal investigator with the DeKalb County Public Defender’s Office from 2007 to 2012, where he focused on high and aggravated felony cases. His comprehensive experience, unwavering work ethic, and commitment to public service led to his appointment as Chief in 2024.

Assistant Chief Adult Probation Officer Gloria Hardy brings over 15 years of distinguished law enforcement and community supervision experience to her role with the DeKalb County State Court Probation Department.
Her career began in July 2009 as a Peace Officer with the DeKalb County Police Department (DKPD), where she served at the Center Precinct—now known as the North Central Precinct in Tucker, Georgia. In September 2012, Officer Hardy transitioned to the DeKalb County State Court Probation Department as a Probation Officer. Through her dedication and exemplary performance, she was promoted to Senior Probation Officer, setting a high standard for her peers.
In June 2019, she was elevated to the role of Probation Supervisor, where she successfully led a team of officers and completed Management Levels I, II, and III at the Georgia Public Safety Training Center (GPSTC). Her leadership and operational acumen continued to stand out, culminating in her promotion to Assistant Chief Adult Probation Officer in February 2024.
In her current role, Assistant Chief Hardy oversees the day-to-day operations of the DeKalb County State Court Probation Department, including administrative functions, court operations, and Division B (Traffic Court). Her broad responsibilities include:
Assistant Chief Hardy is a committed professional with a passion for excellence in public service. She earned her bachelor’s degree in Interdisciplinary Studies from Clayton and also attended Mississippi Valley State University. Her career reflects a consistent commitment to public safety, officer development, and operational excellence.
Regina Taylor currently serves as an Adult Probation Officer Supervisor with the DeKalb County State Court Probation Department, bringing over two decades of dedicated service in law enforcement and community supervision.
Officer Taylor began her law enforcement career in July 2004 with the City of Decatur Police Department, where she served as a Police Officer and gained valuable experience in public safety, community engagement, and criminal justice procedures. In February 2013, she transitioned to the DeKalb County State Court Probation Department as an Adult Probation Officer, continuing her commitment to public service through offender supervision and rehabilitation.
In recognition of her leadership, professionalism, and commitment to excellence, Taylor was promoted to Adult Probation Officer Supervisor in November 2023. In this role, she oversees a team of officers, ensures compliance with departmental policies, and supports the department’s mission of providing effective supervision to individuals on probation in DeKalb County.
She earned a Bachelor of Science degree in Criminal Justice Administration from the University of Phoenix in 2013 and holds a POST (Peace Officer Standards and Training) certification as a General Instructor.
Supervisor Taylor brings a wealth of experience, strong leadership skills, and a passion for fostering accountability and positive change within the criminal justice system.
Freddie Davenport serves as an Adult Probation Officer Supervisor with the DeKalb County State Court Probation Department, bringing over 20 years of dedicated experience in law enforcement, probation services, and criminal justice leadership.
Supervisor Davenport began his career in 2000 with the Georgia Department of Corrections at the Central DeKalb Probation Department. Over the years, he progressed through increasingly specialized roles, including managing high-risk felony caseloads and leading the department’s Warrant Team. His career has been defined by a strong focus on case management, public safety, and operational leadership.
In 2016, Supervisor Davenport transferred to the DeKalb County State Court Probation Department, where he initially served in Division B (Traffic Court). In recognition of his professionalism and expertise, he was promoted to Adult Probation Officer Supervisor in 2022. In this capacity, he oversees daily probation operations, ensures compliance with court mandates, and supports strategic initiatives aimed at enhancing public safety and departmental efficiency.
A lifelong learner and committed professional, Supervisor Davenport holds a Bachelor of Science degree in Criminal Justice from Albany State University and a Master of Arts degree in Organizational Management with a concentration in Leadership from Ashford University. He has also been a certified Gang Investigator since 2016, bringing specialized knowledge and insight to his role.
Supervisor Davenport is deeply committed to fostering a culture of accountability, professional development, and community engagement. He leverages his extensive experience to guide his team, support successful offender outcomes, and contributes meaningfully to the mission of the DeKalb County State Court Probation Department.
Crystal M. Glass serves as the Administrative Support Manager for the DeKalb County State Court Probation Department, bringing over a decade of experience in community supervision and administrative leadership.
Ms. Glass began her career in April 2012 as an Adult Probation Officer. In 2014, she was promoted to Administrative Support Manager, a role she has held with distinction for the past eleven years. She currently leads a team of nine administrative professionals, fostering a collaborative and high-performing work environment. Her leadership philosophy centers on the belief that effective administration is the backbone of any successful organization.
In her role, Ms. Glass is responsible for overseeing all financial and data entry operations for the department. Since assuming this position, the department has maintained zero financial deficiencies under her management—a testament to her precision, diligence, and commitment to operational excellence. She is passionate about process improvement, staff mentorship, and cultivating a positive workplace culture.
Ms. Glass earned her Bachelor of Science in Criminal Justice from the Unsinkable Albany State University in Spring 2009, followed by a Master of Science in Criminal Justice with a concentration in Corrections in Fall 2011.
Beyond her departmental responsibilities, she remains actively involved in the broader professional community. She served as Co-Secretary of the Georgia Professional Association of Community Supervision (GPACS) for the 2022–2023 and 2023–2024 terms, demonstrating her continued commitment to the advancement of the field.
Ms. Glass exemplifies integrity, leadership, and dedication to public service, making her an integral part of the DeKalb County State Court Probation Department’s success.

Given the statewide State of Emergency and in accordance with the Judicial Emergency Order issued by DeKalb County Chief Superior Court Judge, Shondeana C.
