Program Description

Mission Statement

The mission of the DUI Court Program is to enhance public safety by reducing recidivism of DUI offenders by breaking the cycle of addiction through a combination of individualized treatment, personal accountability and intensive court supervision to promote individual responsibility and citizenship and return a productive member back to the community.

Introduction

The DeKalb County DUI Court Program is a post-conviction treatment program for individuals that have multiple violations of driving under the influence of alcohol or other intoxicants. It Is a part of the probation portion of a DUI sentence. The DUI Court is a team concept involving judges, program director, prosecutor, public defender/defense attorney, probation officer, law enforcement, case manager, treatment coordinator and substance abuse treatment professionals. All members work together to support the participants in addressing and combating substance abuse issues that resulted in the placement in the criminal justice system. The program involves enhanced supervision, counseling, and treatment for the individual to function in the community with continuing support. The program goal is to achieve sobriety of all program participants in order to improve the quality of their lives, eliminate future violations of the law, and enhance public safety. All defendants accepted into the program are assigned to and supervised by State Court  Kimberly K. Anderson and Ana Maria Martinez.

DUI Court Program Office and Operations

The DeKalb County DUI Court Program Office (hereinafter referred to as the Treatment Facility) is located at:
3630 Camp Circle, Suite 101, Decatur, Georgia 30032

This location serves as the central hub for the majority of program operations. Staff based at the Treatment Facility include:

  • Program Director
  • Treatment Coordinator
  • Licensed Counselors / Group Facilitators
  • Probation Officer
  • Laboratory Technician / Screener
  • Administrative Assistant
  • Case Manager


With the exception of the Probation Officer, Case Manager, Program Director, and Treatment Coordinator, all personnel at this location are contract employees.

Participant Access and Reporting

One of the key advantages of the DUI Court Program is the co-location of most of the DUI Court Team within the Treatment Facility, giving participants regular and efficient access to critical support services.

Participants are required to report to the Treatment Facility a minimum of three times per week for:

  • Group therapy sessions
  • Individual counseling appointments
  • Drug and alcohol screenings
  • Administrative requirements and updates

 

This frequent contact ensures strong accountability and provides continuous, wraparound support.

Program Structure and Expectations

Eligible participants accepted into the DUI Court Program must agree to specialized conditions of probation that align with the program’s treatment and recovery objectives. Under the supervision of the DUI Court Judges, the program is organized into three structured tracks, each containing four progressive phases.

Each phase includes:

  • Substance abuse treatment
  • Randomized drug and alcohol testing
  • Ongoing supervision
  • Scheduled court appearances

 

Participants are expected to remain in the program for a minimum of 15 months, depending on their progress and compliance.

Program Philosophy and Core Principles

The DUI Court Program recognizes that substance use disorders are powerful drivers of criminal behavior. Recovery is essential not only for the individual’s well-being but also for ensuring community safety. The program is grounded in four core principles:

  1. Active judicial involvement by DUI Court Judges
  2. Collaborative, non-adversarial approach to treatment and accountability
  3. Positive reinforcement, recognition, and rewards for progress
  4. Swift, consistent sanctions for non-compliance to reinforce behavioral change

 

By combining evidence-based practices with compassionate oversight, the DeKalb County DUI Court Program offers participants a structured path toward recovery, personal responsibility, and long-term success.

Inclement Weather Announcement

Given the statewide State of Emergency and in accordance with the Judicial Emergency Order issued by DeKalb County Chief Superior Court Judge, Shondeana C. Morris, all courthouse divisions of DeKalb County State Court will be closed from Sunday, January 25, 2026, beginning at 8:00 am until Tuesday, January 27, 2026, at 8:00 am when the Court will resume normal proceedings.

How can I check to see if I have a bench warrant?

You must go to the DeKalb County Jail with a State issued ID to inquire about an active warrant.

How do I change my court date?

You must e-file your request. The pleading will be forwarded to the judicial case manager.

How do I get a copy of the transcript in my case?

You can request a copy of the transcript with the Judge’s staff. Fees may apply.

How do I collect my judgment?

● Obtain a Writ of Fieri Facias (Fi Fa) to record a lien or seize assets.
● Levy on property (see levy process).
● Garnish bank accounts or wages (see garnishment process).

How do I file a Motion for a misdemeanor case?

You must compose your own motions and file them with the clerk’s office or via e-file. Resources: Law Library (4th floor), attorneys, Legal Aid, or DeKalb Volunteer Lawyers Foundation.

File a Notice of Appeal and pay $25. Include case number and specify whether you are appealing to the Georgia Court of Appeals or the Supreme Court of Georgia.

How long does it take for my case to be accused?

The solicitor’s office accuses cases within two years of the arrest or citation. Therefore, the Clerk’s Office does not know when an accusation will be filed. Please contact the Solicitor’s Office (404) 371-2201
